Note: The job is a remote job and is open to candidates in USA. PAM JETS is seeking a Human Resources and Payroll Manager to oversee HR administration, multi-state payroll processing, employee benefits, compliance, and office operations. This role ensures regulatory compliance, operational efficiency, and a positive employee experience while managing payroll and HR functions independently. The ideal candidate will have strong knowledge of California labor law and experience managing multi-state payroll.
Responsibilities
- Administer employee benefits programs, including Open Enrollment, benefit changes, and employee support
- Serve as primary point of contact for employee HR-related questions and issues
- Coordinate full-cycle recruiting, including: Posting job openings, Screening resumes, Conducting initial interviews, Coordinating interviews with management, Preparing offer letters and coordinating background checks
- Maintain and update employee handbook, policies, and HR procedures
- Ensure compliance with federal, state, and local employment laws and regulations
- Coordinate employee performance evaluation process
- Administer and support 401(k) plan, including employee enrollments, changes, and audits
- Administer Workers’ Compensation reporting and annual audit process
- Work with legal counsel on employment matters, as needed
- Conduct salary surveys and assist with compensation analysis
- Administer and process semi-monthly payroll using payroll system (Rippling or similar)
- Manage payroll for employees across multiple states
- Ensure compliance with federal, state, and local payroll tax requirements
- Maintain payroll tax accounts and respond to tax notices
- Ensure compliance with California wage and hour laws, including: Overtime rules, Meal and rest break compliance, Final paycheck requirements, Wage statement requirements
- Reconcile payroll-related benefits and deductions
- Coordinate 401(k) payroll contributions and reporting
- Prepare payroll reports and provide accounting support as needed
- Partner with Finance during month-end close to support payroll accruals and journal entries
- Serve as liaison with external IT provider and manage internal technology needs
- Administer employee access credentials, ID badges, and facility access systems
- Coordinate company events and employee functions
- Support operational needs related to onboarding and staffing
Skills
- Minimum 5+ years of experience in Human Resources and Payroll administration
- Demonstrated experience processing multi-state payroll
- Strong knowledge of California labor law and payroll compliance requirements
- Experience administering payroll systems (Rippling preferred)
- Experience administering employee benefits and 401(k) plans
- Experience managing HR compliance, policies, and employee relations
- Strong organizational skills and attention to detail
- Ability to manage confidential information with discretion
- Ability to work independently and manage multiple priorities
- Experience working in aviation, corporate, or regulated environments
- Experience with QuickBooks or similar accounting systems
- Experience managing office operations and vendor relationships
