The Experienced Test Engineer - Medicaid Test Manager will lead and manage the testing lifecycle for DDI and M&O projects, ensuring high-quality delivery through strategic planning and resource management.
Responsibilities
- Define testing strategy, scope, and schedules for large-scale projects
- Develop and implement standard Test CoE processes, templates, and guidelines
- Plan, track, and report testing metrics regularly, taking corrective actions as needed
- Supervise and manage work allocation, demand management, and resource capacity
- Monitor productivity and bandwidth to ensure seamless delivery across multiple projects
- Finalize and manage training plans for project resources
- Manage project scope, issues, and changes; conduct risk assessments
- Support testing risk mitigation plans and adhere to internal/external audit requirements
- Participate in test management governance meetings and ensure compliance with SLAs
- Interface with functional, regression, performance, automation, TDM, environment support, and release management teams
- Collaborate with Release Coordinators for code merges, regression testing, and risk assessments
- Synchronize with offshore Test Managers to meet delivery commitments
- Coordinate with program and project teams to align plans and incorporate feedback
- Drive root cause analysis for defects and implement defect prevention strategies
- Identify and implement best practices and efficiency improvements
- Analyze and recommend automation, performance, and test data tools/frameworks for maximum efficiency
- Ensure day-to-day client management, service delivery scope, schedule, and quality
- Accountable for final QA stream delivery and adherence to SLAs
- Monitor change requests and plan testing activities for quality outcomes
Skills
- 10+ years of experience in software testing and QA, with at least 4 years in a leadership role
- Familiarity with healthcare
- Experience with Agile and Waterfall methodologies
- Familiarity with test and defect management tools (e.g., ALM)
- Strong knowledge of automation frameworks and scripting
- Experience in managing large-scale projects and distributed teams
- Experience with SQL for test data and backend validation
- Excellent communication, stakeholder management, and problem-solving skills
- Familiarity with Medicaid/MMIS
- Exposure to testing frameworks for performance testing and TDM
- Project Management Professional (PMP) and ISTQB certifications
